The approval and commencement of the Contributory Pension Scheme (CPS) in Oyo State marks a major turning point in the state’s pension administration and may well be one of the most significant workforce reforms under Governor Seyi Makinde’s administration.

At its core, the policy is designed to ensure a more sustainable and predictable pension system by requiring contributions from both the employer and employees. Under the approved structure, the Oyo State Government will contribute 12 percent, while employees will contribute 8 percent of their monthly earnings, in line with national pension best practices.

One of the most noteworthy aspects of the reform is the government’s assurance of the immediate payment of accrued benefits for affected workers. This commitment is crucial, as concerns over delayed pension payments and uncertainty about retirement benefits have historically fueled skepticism whenever pension reforms are introduced.

The decision to apply the scheme to officers employed from January 1, 2025, reflects a gradual implementation strategy. By limiting the initial rollout to a specific category of workers, the government appears focused on ensuring a smooth transition while strengthening administrative structures ahead of wider implementation.

The directive requiring Ministries, Departments, and Agencies (MDAs) to submit employee records and appoint Pension Desk Officers further demonstrates the government’s intention to establish an effective framework for coordination, accountability, and seamless administration of the scheme.

For workers, the reform comes with both benefits and obligations. While employees will now contribute a portion of their salaries toward retirement savings, they also stand to benefit from a more structured and potentially reliable pension system.
