Tinubu Issues Directive To All Ministers, Sets September as Deadline

President Bola Ahmed Tinubu has directed all ministers to forward detailed records of projects executed by agencies and parastatals under their supervision to the Bureau of Public Procurement (BPP) for review and onward submission to the Presidency.

Egalitarian Voice reports that the directive was issued during Wednesday’s Federal Executive Council (FEC) meeting held at the Presidential Villa, Abuja, following a presentation by the Director-General of the BPP, Adebowale Adedokun, on the state of procurement activities across ministries and agencies.

According to the council’s decision, procurement processes for projects under the 2024 Appropriation Act must be concluded by September 2025 to prevent unnecessary liabilities for the federal government. The council noted that several agencies were still managing contracts tied to the 2024 budget despite the law’s extension lasting over 20 months.

In line with the Nigeria First Policy, the FEC further directed ministries and departments to prioritize locally made goods and services in their procurement, provided such items meet international standards and are certified by relevant authorities.

On projects financed through bilateral loans, the council ordered that the BPP must be involved in negotiations to guarantee transparency and value for money. It also warned that government-owned enterprises failing to comply with the Public Procurement Act would be flagged for financial recklessness.

Furthermore, ministers were instructed to ensure that projects in the 2025 budget are largely processed through open competitive bidding, in alignment with the Renewed Hope Agenda, which seeks to promote job creation and poverty reduction.

Reports of compliance are to be compiled by the BPP and transmitted to President Tinubu for further review.
