Oyo State Governor, Engr. Seyi Makinde, has attributed his administration’s consistent payment of workers’ salaries, including the 13th-month bonus, to deliberate prioritisation of the people, stressing that the policy is a conscious choice rather than a coincidence.
In his official Newsletter No. 128, dated December 16, 2025, and titled “7 Times of Prioritising the People,” Governor Makinde disclosed that for the seventh consecutive year, the Oyo State Government will be paying the 13th-month salary to all civil and public servants across the state.
According to the governor, when the commitment was first made in 2019, many believed it would be a one-off gesture. However, he noted that the administration has consistently fulfilled the promise year after year, anchored on a governance philosophy that places people at the centre of decision-making.
Makinde explained that from the onset of his administration, salary payment was treated as a first-line charge, both at the state and local government levels. He noted that ensuring workers are paid fully and promptly has remained non-negotiable.
The governor further highlighted the broader economic implications of timely salary payments, stating that unpaid wages do not only affect families but also negatively impact the entire economy. He explained that regular salary payments inject liquidity into the local economy, boost market activities, sustain small businesses, and keep commerce alive across Oyo State.

“This is why salary payment in Oyo State is not an isolated act of goodwill; it is part of a bigger strategy for economic stability,” Makinde stated.
He also linked the state’s improved economic outlook to disciplined governance and sustained reforms, revealing that Oyo State was recently ranked third in Nigeria by the Presidential Enabling Business Environment Council (PEBEC) for ease of doing business. The governor noted that this marked a significant improvement from previous years when the state consistently ranked low on the index.

Makinde emphasised that the achievement did not happen overnight but was the product of consistent policies and institutional reforms.
As the administration marks the seventh year of fulfilling its promise to workers, the governor reassured residents that his vision is to build a system-driven Oyo State whose progress is not dependent on any single individual.
